XVII Taller Internacional de “Formación de posgrado para un desarrollo sostenible”.
El Sistema de la Agricultura cubana tiene alta prioridad en el desarrollo de la sociedad y la economía; garantiza la Soberanía Alimentaria de la nación; constituye un eslabón importante en la Seguridad Nacional.
El Ministerio de la Agricultura desarrolla un nuevo modelo de gestión tendente a la descentralización, encaminado a propiciar el máximo protagonismo a los municipios en la búsqueda de soluciones a los problemas, que cada día se presentan en los escenarios productivos, a través de alternativas locales desde la ciencia, la creatividad y la innovación, lo que demanda el mejoramiento del desempeño profesional de los cuadros y la preparación integral de su reserva.
Esta preparación se refiere a la planificación, la organización, la regulación, el control y la evaluación del trabajo desde la ciencia y la innovación, sin obviar la formación de modos de actuación técnicos profesionales de dirección en propios del Sistema de la Agricultura, así como de valores y cualidades que garantizan su preparación general integral. Desde esta perspectiva, se exige que los cuadros y reservas alcancen un elevado nivel en su desempeño profesional. El mejoramiento del desempeño profesional de éstos se convierte, entonces, en una necesidad actual. Este es un proceso complejo, multidimensional que requiere de una adecuada dirección desde relaciones de subordinación y coordinación entre el MINAG y la ERMA, como institución docente subordinada al mismo y autorizada por el Ministerio de la Educación Superior a desarrollar la superación profesional de posgrado, que le imprima coherencia e integralidad a sus acciones
The System of the Cuban Agriculture has high priority in the development of the society and the economy; it guarantees the Alimentary Sovereignty of the nation; it constitutes an important link in the National Security.

Additionally, in the Ministry of the Agriculture a new model of gestión, tendency is imposing to a decentralization, guided to propitiate the maximum protagonism to the municipalities in the search of solutions to the problems that every day is presented in the productive scenarios through local alternatives from the science, the creativity and the innovation, what demands the improvement of the professional acting of the squares and the integral preparation of its reservation.
This preparation refers to the planning, the organization, the regulation, the control and the evaluation of the work from the science and the innovation; without obviating, the formation in ways of performance technical address professionals in characteristic of the System of the Agriculture; as well as of values and qualities that guarantee their integral general preparation. From this perspective it is demanded that the squares and reservations reach a high level in their professional acting. The improvement of the professional acting of these he/she becomes, then, in a current necessity. This is a complex, multidimensional process that requires of an appropriate address from subordination relationships and coordination between the Ministry of the Agriculture and the School Brunch like institution educational subordinate to the same one and authorized by the Ministry of the Superior Education to develop the professional superación of posgrado that primes him coherence and integral focus to their actions.
