El tratamiento histórico a la Educación Ciudadana está asociado a la historia de la nación. En las etapas del proceso histórico cubano y de la educación han existido tres componentes imbricados entre sí en la sociedad y en la comprensión del ciudadano y del civismo. Es objetivo de esta indagación teórica potenciar la preparación del maestro primario desde la asignatura Educación Ciudadana en el tercer ciclo de la escuela primaria. Se utilizaron varios métodos: el método general, el dialéctico materialista, asimismo los métodos del nivel teórico, tales como el histórico- lógico, análisis-síntesis, inducción – deducción, análisis documental, sistémico estructural funcional y la modelación; del nivel empírico, el análisis documental, la observación, la entrevista, la consulta a especialistas; y el método estadístico-matemático. Se presenta un programa que contribuye al enriquecimiento de la preparación del docente desde la propia asignatura y precisa el lugar pedagógico que ocupa en el tercer ciclo de la educación primaria. Se proponen acciones para su implementación en este nivel educativo. Se validó mediante el método criterio de expertos y un pre-experimento. Esta problemática no ha sido suficientemente tratada en Cuba; por su complejidad el acercamiento se realiza desde el conocimiento del Derecho, de ahí sus limitaciones para su abordaje.

The historical treatment of Citizenship Education is associated with the history of the nation. In the stages of the Cuban historical process and of education, there have been three intertwined components in society and in the understanding of the citizen and civility. The objective of this theoretical inquiry is the preparation of the primary teacher from the Citizen Education subject in the third cycle of primary school. Several methods

were used: the general method, the dialectical materialist, as well as the methods of the theoretical level, such as the historical-logical, analysis-synthesis, induction - deduction, documentary analysis, functional-structural systemic and modeling; at the empirical level, documentary analysis, observation, interview, consultation with specialists; and the statistical-mathematical method. A program is presented that contributes to the enrichment of the teacher's preparation from the subject itself and specifies the pedagogical place it occupies in the third cycle of primary education. Actions are proposed for its implementation at this educational level. It was validated using the expert criteria method and a pre-experiment. This problem has not been sufficiently treated in Cuba; Due to its complexity, the approach is carried out from the knowledge of Law, hence its limitations for its approach.
