Resumen
Con el objetivo de diseñar un plan de acción que contribuya a la implementación del
sistema de innovación agrícola local en el municipio Güines, provincia Mayabeque. La
investigación se llevó a cabo en el periodo junio-septiembre de 2021, bajo un enfoque
mixto por el uso de métodos y técnicas con enfoques cualitativos y cuantitativos y nivel empírico tales como: análisis documental, entrevistas, entrevistas en profundidad, observación participante. Además, se utilizaron referencias estadísticas municipales y se realizó el análisis de la matriz FODA. La muestra utilizada fue intencional, conformada por 27 personas. Para el análisis de los resultados predomina el análisis cualitativo. La metodología aplicada permitió determinar las potencialidades y obstáculos más importantes existentes en el entorno territorial, que la dirigencia gubernamental debe evaluar para implementar acciones de innovación en correspondencia con sus estrategias de desarrollo local. La caracterización del territorio que aporta el trabajo constituye elementos importantes para realizar el diagnóstico que identificó las variables clave que están incidiendo en el desarrollo local, que limitan la implementación del SIAL en el corto plazo. Permitiendo conocer que en el municipio existen las potencialidades necesarias para ejecutar el plan de acción propuesto para la implementación del Sistema Local de Innovación Agropecuaria.
Abstract
With the objective of designing an action plan that contributes to the implementation of the local agricultural innovation system in the Güines municipality, Mayabeque province. The research was carried out in the period of June-September 2021, under a mixed approach for the use of methods and techniques with qualitative and quantitative approaches and empirical level such as: documentary analysis, interviews, in-depth interviews, participant observation. In addition, were used municipal statistical references and the analysis of the SWOT matrix was carried out. The sample used was intentional, made up of 27 people. For the analysis of the results, the qualitative analysis predominates. The methodology that applied allowed determine the most important potentialities and obstacles existing in the territorial environment, which the government leadership must evaluate to implement innovation actions in correspondence with its local development strategies. The characterization of the territory that the work contributes constitutes important elements to carry out the diagnosis that identified the key variables that are influencing local development, which limit the implementation of the SIAL in the short term. Allowing know that, in the municipality, there the necessary potentialities to execute the proposed action plan for the implementation of the Local Agricultural Innovation System.
