XII Taller Internacional de Internacionalización de la Educación Superior.
El objetivo del trabajo es analizar el sentido y alcance del concepto de internacionalización en la Conferencia Regional de Educación Superior de América Latina y el Caribe, celebrada en Córdoba, (CRES2018) y en la Conferencia Mundial de Educación Superior (CMES2022), de Barcelona. Como metodología se adoptó la investigación bibliográfica y documental de la declaración CRES2018 y a falta de una declaración final en la CMES2022, se decidió analizar el documento “Más allá de los límites. Nuevas Formas de Reinventar la Educación Superior”. Entre los principales hallazgos, se destaca el hecho de que la CRES reafirma la visión de la educación superior como bien público, derecho de todos y responsabilidad del Estado, y una internacionalización humanista y solidaria, que contribuya a un mejor entendimiento entre las culturas y naciones. En el caso del documento de la CMES, también se reafirma el principio de la educación superior como bien público y derecho de todos, sin embargo, se destaca la necesidad de reinventarla para alcanzar los objetivos de desarrollo sostenible (ODS), establecidos por la Organización de las Naciones Unidas (ONU), en el contexto de la Agenda Mundial 2030. En lo que se refiere a la internacionalización, se destaca el concepto de cooperación internacional, por medio de redes que permitan la creación de un ecosistema global, basado en los ODS (ONU, 2015). Si bien ambas conferencias representan el pensamiento del mismo organismo internacional, tanto la CRES2018 como la CMES2022 reflejan, en el fundamento de sus propuestas, el momento histórico y el territorio que abarcan.
The objective of this work is to analyze the meaning and scope of the concept of internationalization at the Regional Conference on Higher Education in Latin America and the Caribbean, held in Córdoba in 2018 (CRES2018), and at the World Higher Education Conference (WCHE2022), held in Barcelona in 2022. As a methodological approach, we adopted bibliographical and documentary research on the CRES2018 declaration, and in the absence of a final declaration at WCHE2022, we chose to analyze the document: "Beyond Limits: New Ways to Reinvent Higher Education - Roadmap proposed for WCHE2022." Among the main research findings, it draws attention that CRES reaffirms the vision of higher education as a public good, a right of all, and a responsibility of the State, as well as a humanist and supportive internationalization that should contribute to a better understanding between cultures and nations. In the case of the document analyzed within the WCHE framework, the principle of higher education as a public good and everyone's right is also reaffirmed. However, there is a need to reinvent higher education so that the UN sustainable development objectives, in the context of the 2030 World Agenda, can be achieved. Regarding internationalization, the emphasis is on the concept of international cooperation through networks that allow the creation of a global ecosystem based on the sustainable development objectives (UN, 2015). Although both conferences represent the thinking of the same international organization, CRES2018 and WCHE2022 reflect the historical time and territory they cover, supporting their propositions.
