CAL-045. La gestión de la calidad desde el protocolo universitario en la universidad de Oriente

Resumen

El Manual de Protocolo y Ceremonial de la Universidad de Oriente (MPC-UO) es el
documento normativo de comunicación institucional para la formación de una cultura
protocolar y proyectar la imagen de la institución conservando la excelencia de los
procesos. Este trabajo socializa la experiencia de la UO en la elaboración e
implementación del MPC-UO como instrumento regulador de la actividad protocolar
para la mejora continua de la gestión universitaria; utilizando el acto de entrega del título Doctor Honoris Causa como ejemplo del cumplimiento del documento. Se emplearon los métodos de análisis y síntesis, observación sistemática y análisis de contenidos. El MPC-UO consta de tres capítulos: el primero dedicado a la clasificación de los actos y sus escaletas; el segundo a la organización y el tercero se dedica al ceremonial. Se definieron cuatro tipos de actos. Tomando como referencia el acto de entrega del título Doctor Honoris Causa, el ceremonial UO establece como escenario el Teatro Universitario; la precedencia en testera aplicando regla de la derecha; los vocativos para la autoridad del gobierno, el ministerio, la Rectora y el homenajeado. responsabilidad del departamento de Protocolo, las invitaciones suscritas por la Rectora y la Dirección de Extensión Universitaria elabora el guión. Con la implementación del MPC-UO se evidencia un cambio favorable en la cultura y tradición protocolar de la institución conducente a mejorar la calidad en la gestión universitaria y fortalecimiento de la imagen como universidad de excelencia.

Abstract

The Protocol and Ceremonial Manual of the Universidad de Oriente (PCM-UO) is the
normative document of institutional communication for the formation of a protocol culture and the projection of the institution image while preserving the excellence of the processes. This article aims at socializing the experience of the UO in the elaboration and implementation of the MPC-UO as a regulatory instrument of protocol activity for the continuous improvement of the university management; using the award ceremony of the Doctor Honoris Causa title as an example of the fulfillment of the document. The methods of analysis and synthesis, systematic observation and content analysis were used. The MPC-UO consists of three chapters: the first one deals with the classification of acts and their rundown; the second focus on the organization and the third is dedicated to the ceremony. Four types of acts were defined. Taking as reference the award ceremony of the Doctor Honoris Causa title, the UO ceremony sets up the University Theater as stage; forehead precedence applying the rule of the right; the vocatives for the authority of the government, the ministry, the Rector and the honoree. The protocol: guayabera, dress and long-sleeved shirt. The Protocol department is responsible for the attention of the participants, the invitations signed by the Rector, andthe University Extension Directorate elaborates the script. With the implementation of the MPC-UO, a favorable change in the culture and protocol tradition of the institution is evidenced, leading to improving the quality of university management and strengthening the image as a university of excellence.
