The University like generating and diffusor of the knowledge should impact the development from the plane scientific-technician and in articulation with the rest of the planes. At the present time it is bet by a bigger incidence at local level in function of the development of the territories. Such it is the Cuban case where the university has extended until local level working through the Municipal University Centers, those that are articulated other actors to strengthen the formation process, training, investigation and the own development. The objective of the work is to expose the working experience, from the project of international collaboration “Implementation of strategies for the local administration of the habitat to municipal scale (Habitat 2)”, in the conformation of advisory groups from the University for the Local Administration of the habitat, giving an integral look to the topic. The utilized methodology is essentially qualitative that allows to capture potentialities and limitations in the process. As a result it is demonstrated that in the relationship university-society opportunities appear for the local development through: the creation of structures agents of processes that to strengthen the institucionality and they promote a culture of alliances for the work; the design and implementation of local politicians, as well as the offer of a theoretical, methodological and practical tools for the improvement of the local administration of the habitat. You concludes that the university, although he/she doesn't have a direct implication in the taking of decisions of the local governments it constitutes necessary reference for the municipal authorities in the exercise of the government.
