Resumen
Actualmente la humanidad transita por un intrincado camino, con grandes obstáculos
para su desarrollo, agravado por la COVID-19, y el planeta Tierra orbita cerca de un
profundo abismo, al cual puede precipitarse. Principalmente en los países en vías de
desarrollo, donde habita la mayor parte de la población mundial y, en particular, en sus
territorios rurales los seres humanos presentan elevados índices de pobreza, hambre,
insalubridad, analfabetismo, incultura y carencia de servicios públicos; además la
desforestación, los incendios, sequías, inundaciones, huracanes, sismos y
contaminación, así como las desigualdades, los conflictos y guerras, entre otros
flagelos, que le hacen muy difícil su corta y traumática vida. Esta gravísima situación
repercute en todo el mundo y, para revertirla a tiempo, es imprescindible y urgente
implementar proyectos integrales de desarrollo humano y ambiental sostenible, que
allanen el camino y corrijan la órbita, como el que aquí se propone, de carácter
internacional, multilateral, multisectorial, interinstitucional, multidisciplinario y
politecnológico; como Programa integrador de cuatro pilares de ese desarrollo
(Agricultura, Agroindustria, Industria y Energía, alternativas) y con sus cuatro soportes (Salud, Educación, Cultura y Ciencia), con sus respectivos Programas Sectoriales y con objetivos y resultados muy definidos para reducir, paulatinamente, hasta erradicar los mencionados flagelos; para lograrlo es indispensable la participación activa de todos los factores y actores, principalmente en los Gobiernos nacionales y las Organizaciones y demás Entidades internacionales y regionales, para el aporte de los diversos recursos que se requieren, incluidos los países desarrollados. La cooperación, la voluntad, el esfuerzo y la responsabilidad de todos salvará a la humanidad y a su planeta y, más temprano que tarde, llegará el feliz momento de que no lloren y mueran más niños por hambre y por enfermedades prevenibles y curables, en un mundo con desarrollo sostenible, paz estable y duradera, hábitat decoroso y solidaridad para todos por igual.
Abstract
Currently, humanity travels through an intricate path, with great obstacles
for its development, aggravated by COVID-19, and planet Earth orbits close to a
deep abyss, into which it can plunge. Mainly in developing countries
development, where most of the world's population lives and, in particular, in its
rural territories human beings have high rates of poverty, hunger,
insalubrity, illiteracy, ignorance and lack of public services; Besides, the
deforestation, fires, droughts, floods, hurricanes, earthquakes and
pollution, as well as inequalities, conflicts and wars, among others
scourges, which make his short and traumatic life very difficult. This very serious situation has repercussions throughout the world and, in order to reverse it in time, it is essential and urgent implement comprehensive projects for sustainable human and environmental development, which pave the way and correct the orbit, such as the one proposed here, of a international, multilateral, multisectoral, interinstitutional, multidisciplinary and polytechnological; as an integrating program of four pillars of that development (Agriculture, Agroindustry, Industry and Energy, alternatives) and with its four supports (Health, Education, Culture and Science), with their respective Sectoral Programs and with well-defined objectives and results to reduce, gradually, until eradicating the mentioned flagella; To achieve this, the active participation of all stakeholders is essential. factors and actors, mainly in the national Governments and the Organizations and other international and regional entities, for the contribution of various resources that are required, including developed countries. The cooperation, the will, the everyone's effort and responsibility will save humanity and its planet and, more sooner rather than later, the happy moment will come when more children will not cry and die for hunger and preventable and curable diseases, in a world with developing sustainable, stable and lasting peace, decent habitat and solidarity for all equally.
